Francine Ly

Francine brings with her a wealth of life and legislative experience. As a refugee, she persevered through hardship with the support of her community to gain the experience to serve as an advocate for her community. She also has extensive experience as a Legislative Director, providing her with the know-how to navigate the legislative branch. In Congress, she will continue to be a fighter for her community to ensure that the next generation has the support they need to succeed.

Francine Ly has dedicated herself to grassroots leadership, serving at various levels, including roles such as Election Judge, Precinct Chair, Texas State Democratic Executive Committeewoman for the Texas Democratic Party’s Asian American Caucus, and Chairwoman of the North Texas Chapter of the Asian Pacific Islander Americans Public Affairs.

As a child refugee who arrived in America with nothing, Francine understands the challenges of hardship. Her parents worked as a janitor, in Richardson ISD, and assembly line worker, and she witnessed the daily struggles of providing for the family. Despite not learning English until the age of 9, she takes immense pride in being a graduate of the Texas Public School System. Her educational journey, culminating in a bachelor's in legal studies from Purdue, reflects her resilience and commitment to learning.

With experience as a mom of four from a working family, Francine brings a unique perspective to Texas Congressional District 24. Her 20+ years in civil service, including roles as a Legislative District Director for 8 years and a Certified Court Manager in the judicial system since 2010, equip her to navigate the challenges posed by MAGA Republicans in D.C. Her temperament, experience, and knowledge position her to build consensus in Congress for meaningful legislation benefiting Texans.

Committed to leaving a better world for her children and future generations, Francine is running for Congress to ensure that every person in Texas Congressional District 24 has a voice and that their values are well-represented in D.C.

Furthermore, Francine has actively engaged the AAPI community in various leadership roles, focusing on voter registration and education, hosting candidate forums, town halls, blockwalks, canvassing, and participating in marches, protests, and rallies to advance democratic causes. She is dedicated to civic leadership development and mentors AAPI youths for leadership roles in the future.
